Framework

The BluLearning LearningOps Framework

Training should move through governance, standards, testing, launch, and measurement like any other operational system.

Why ADDIE is not enough

ADDIE can guide design, but it does not automatically create production control. Teams still need decision rights, review criteria, version control, QA standards, launch gates, and post-launch measures.

Why training belongs in Business Operations

Training exists to change how work gets done. That means ownership, standards, role requirements, process performance, and risk reduction should be tied to the operating side of the business.

1

Define and Govern

Program needs, scope, ownership, audience, outcomes, RFP/vendor scope, and design authorization.

2

Build and Review

Content standards, editorial review, SME review, stakeholder signoff, and readiness gate.

3

Validate and Launch

SCORM/LMS QA, ILT delivery readiness, production acceptance, reporting, and improvement.

Phase closeout gates

Each phase ends with a clear business decision instead of a vague handoff.

Design AuthorizationProblem, audience, scope, and solution direction approved.
Training Readiness SignoffWBT, ILT, VILT, SOPs, or job aids are ready for validation.
Production AcceptanceLaunch, LMS tracking, delivery plan, and support path are accepted.

WBT lifecycle

Requirements, design document, storyboard or prototype, content review, editorial review, SCORM packaging, functional QA, LMS staging, production launch, and post-launch measurement.

ILT lifecycle

Role and task analysis, facilitator plan, participant materials, assessment approach, pilot delivery, instructor readiness, classroom logistics, signoff, and field feedback.

Program-level needs analysis

Define the business capability, audience segments, prerequisites, learning path, assessments, job aids, manager verification, data needs, and 30/60/90-day success measures.

Governance roles and decision rights

Separate sponsor approval, SME review, learner experience review, technical QA, LMS ownership, and production acceptance so projects do not stall inside opinion loops.

Less rework. Cleaner vendors. Fewer LMS surprises.

A governed LearningOps model reduces training waste by clarifying what to build, how to review it, when it is ready, and how production success will be measured.
